It's the second stage of an inquiry launched following the August 2016 water contamination in Havelock North, which left 5000 people sick.

Metering typically results in a 15 percent water demand reduction over the long term, with lower water consumption reducing the need for expensive new water sources, treatment and distribution networks.

Parker said mandatory treatment was not as controversial as it used to be, with a number of cities with large populations making the change in the a year ago.

He said the issues were a a priority for the government and it was acting quickly.

While the inquiry appreciated that legislative change to mandate drinking water treatment with a residual disinfectant (most commonly chlorine) would take some time, it urged the Director-General of Health to encourage and persuade all water suppliers to use appropriate and effective treatment without delay.

Attorney-General David Parker said the report made for "sobering reading", noting that New Zealanders' drinking water was "often inadequate".

The latest report into Havelock North's drinking water contamination has highlighted systemic issues in New Zealand, with the quality of water described as "inadequate" and regulations ensuring it is drinkable called "poor".

"The inquiry indicates that while drinking water standards instituted in 2007 represented global best practices at the time, since then New Zealand's standards have not kept up with the world", he said.

However the government hadn't yet decided if it would help.

Health Minister David Clark said he was aware of the problems which was why he had appointed a ministerial advisory group to deal directly with him.
