Shutdown continues into workweek, as Senate talks drag on

Lawmakers are set to return to Capitol Hill on Monday in hopes of hashing out a deal

President Trump struck an optimistic tone on Twitter after he signed a bill to reopen the government late Monday night after a 69-hour federal government shutdown that led to Senate Democrats backing off their opposition.

But by relenting, the Democrats prompted a backlash from immigration activists and liberal base supporters who wanted them to fight longer and harder for legislation to protect from deportation the 700,000 or so younger immigrants who were brought to the country as children and now are here illegally.

Senate Democrats, who had sought firmer guarantees from McConnell on immigration, were initially reluctant to accept his terms. It is expected to pass easily, and House approval is expected later. The broad framework is that, in exchange for a permanent fix for DACA, the president wants funding for the border wall he touted frequently during the campaign, along with an end to what he calls chain migration - or legal immigrants bringing other family members to the USA - and an end to the visa lottery system.

"I am pleased that Democrats in Congress have come to their senses and are now willing to fund our great military, border patrol, first responders, and insurance for vulnerable children", he said in a statement.

The House and the Senate voted Monday to end the government shutdown, extending funding for three weeks, following a deal reached between Senate Minority Leader Chuck Schumer and Senate Majority Leader Mitch McConnell.

After the shutdown began, Trump suppressed his instincts and did not call Schumer, advisers said, and was buoyed by aides doing a full television blitz - a public strategy partially prepared by West Wing officials who were anxious that Trump would be inclined to strike a deal quickly if the media coverage turned poor.

"You now have a commitment for a path forward for the so-called 'Dreamers.; That's critical. It's evident that this government shutdown is doing nothing, absolutely nothing, to generate bipartisan progress on the issues the American people care about". For Democrats, and even some Republicans, a status short of citizenship could be a nonstarter.

Many Democrats are furious with members of their party for agreeing to a deal with Republican senators to reopen the government. House Speaker Paul Ryan, R-Wis., said Sunday on CBS's Face the Nation that he would support a spending bill like the one being discussed in the Senate.

Many Democrats anxious the Republican talking point that Democrats were siding with "illegal immigrants" over the military and government would resonate with voters as the stalemate extended into the workweek.
