In a two-pronged plan, the FDA aims to significantly cut the amount of nicotine in cigarettes and review a number of cigarette alternatives with lower amounts of nicotine that could be less addictive and wean smokers off the drug, according to The Associated Press.

Recent studies indicate that when the smoker begins to smoke cigarettes with less nicotine, smokes less and increases the chances of quitting.

The FDA is expected to start a testing process that could take years to control the nicotine in cigarettes.

Regulatory moves that could one day make smoking an obsolete habit get underway next week when US regulators hold a public meeting on a closely watched cigarette alternative. One in five Americans was still using tobacco products as of 2015. This is different from e-cigarettes, which don't use tobacco at all but instead vaporize liquid usually containing nicotine. The new product could go on sale in February if approved.

Tobacco companies have been talking about safer cigarettes since the 1950s, but all their claims turned out to be false. In some cases the introduction of these products, such as filtered and "low tar" cigarettes, propped up cigarette sales and kept millions of Americans smoking. Among those who reported smoking daily, the average number of cigarettes smoked per day fell from about 17 cigarettes in 2005 to 14 in 2016.

But some industry observers say this time will be different.

"The environment has changed, technology has changed, the companies themselves have changed". The remaining tobacco users chose e-cigarettes, chewing tobacco, snuff, dip, snus, and dissolvable tobacco.
