President Donald Trump is finding it hard to recruit staff to fill the vacancies, several people close to the West Wing say, as he faces the second year of his administration with daunting political odds and an ongoing Russian Federation investigation.

On Friday, Trump is due at the Walter Reed National Military Medical Center in Maryland for a medical exam conducted by the White House physician, Dr. Ronny Jackson, who performed President Barack Obama's last several physicals while he was in office.

President Trump's aides had previously been told they shouldn't use their personal phones for official government business.

The policy isn't without precedent in federal buildings.

"For the purposes of this memorandum, the West Wing means the facility generally located between the President's Executive Residence and West Executive Drive", a footnote of the memo reads.

White House Press Secretary Sarah Huckabee Sanders was not having it when CNN's Jim Acosta continuously pressed her on President Trump's potential future immigration policies during Tuesday's press briefing.

Kelly's edict bans personal electronic devices with Wi-Fi, Bluetooth or cellular capabilities from the West Wing complex, with staff warned of disciplinary action of they violate the policy, which is set to come into effect in mid-January.

"Absolutely not. That's a ridiculous characterization".

The White House said after the meeting that lawmakers had agreed to narrow the scope of the negotiations to four areas: border security, family-based "chain migration", the visa lottery, and the DACA policy, winning nods from Democrats.
