Southwest Reviews Support Animal Policy After Dog Bites Child

Airlines have struggled to deal with emotional support

An emotional support dog bit a young girl's head before a Southwest Airlines flight Wednesday, leading to the removal of a passenger from the plane and a 20-minute delay, CBS News reports.

Southwest said paramedics examined the girl, who was later cleared to continue on the flight.

Passenger Todd Rice tweeted about the incident and said the girl tried to pet the dog, ABC 15 reported. The family remained on the plane while the dog and owner stayed back in Phoenix for a later flight. The girl received medical treatment and police interviewed all parties involved before the flight could take off.

Southwest won't "immediately" be changing its animal policies "because we want to do it right" after reviewing the issue, Ford said.

Federal guidelines specify that airlines must allow passengers with disabilities to board with trained service or emotional-support animals of many stripes, regardless of the animal's potential to "offend or annoy" others on the plane, The Washington Post reported. For his part, Rice took to social media to complain and state he wouldn't be flying Southwest again.

Southwest allows trained emotional-support animals to travel on domestic and worldwide flights as long as their handlers provide health certificates, permits and vaccinations required by the "country, state or territory from and/or to which the animal is being transported". According to its website, this means that the animals may be subject to "health certificates, permits and vaccinations".

Delta said it carries almost 250,000 service or support animals on a yearly basis. On Thursday, February 22, Delta relaxed the provision of service dogs after they faced opposition from advocacy groups for the disabled.

Delta had planned to require owners of both service and support animals to submit health forms filled out by a veterinarian at least 48 hours before a flight. United spokesman Charlie Hobart told USA Today that around 76,000 people flew with animals a year ago, almost double the number in 2016. Southwest, for example, charges $95 one way to bring a small animal that fits underneath the seat in a carrier. There is no charge for service or support animals.
