Winter Olympics 2018: Russia's athletes 'hugely disappointed' with IOC verdict

The IOC’s executive board said it was “not satisfied” with a report by AIBA about its governance refereeing and anti-doping issues and demanded a further report by 30 April

The 13 active athletes and two retired athletes working in support roles were among 28 athletes whose bans were overturned by CAS on Thursday.

Yesterday's IOC decision was taken after a special panel "unanimously recommended that the IOC not extend an invitation" to the 15 individuals, and IOC president Thomas Bach voiced concerns about the CAS decision.

"Following the detailed analysis conducted by the Panel, its members observed that there were additional elements and/or evidence, which could not be considered by the IOC Oswald Commission because it was not available to it, that raised suspicion about the integrity of these athletes".

"I believe that in the collective mind of a significant portion of the world and among the athletes of the world, the International Olympic Committee has not only failed to protect athletes but has made it possible for cheating athletes to prevail against the clean athletes", Pound said, describing the IOC's world as a "comfortable cocoon".

The 15 were among a group of 28 Russians who had been banned for life from the Olympics for doping.

However, The IOC maintained that clean athletes have the right to participate in the Pyeongchang Winter Games as the "Olympic Athletes of Russian Federation". The IOC is considering whether to appeal the CAS decision at the Swiss Federal Tribunal.

He said Olympic officials had asked Cas for an explanation for their ruling.

"We need to make it clear to the world that our decisions and actions are based on principles that distinguish the Olympic movement from entertainment sports".

A statement from then IOC Athletes' Commission was released later that month, which criticised the call.

"The modifications presented in "The New Norm" address many challenges associated with bidding for and hosting the Olympic Games", said IOC Member John Coates, who serves as the Chair of the Executive Steering Committee.

AIBA said the International Olympic Committee decision was "extremely disappointing" after the boxing body had submitted a progress report as requested.

"The reasoned decisions in high profile cases are critically important", he said.
