Ontario's opposition parties seemed to write off the governing Liberals almost halfway through the province's election campaign, as new polls suggest the Progressive Conservatives and the New Democrats are tied for the most support.

Premier Kathleen Wynne will make her first campaign stop in Sudbury on Wednesday.

"This campaign is about change for the better, it's about a future in Ontario where people can start building a better life again", Horwath said at a stop in east-end Toronto.

"I absolutely get that".

Bourque says the belief the Conservatives will win - 40 per cent indicated as much while just 13 per cent said the same for the other two parties - is likely a reflection of a narrative in place for month.

"It's pretty clear that people have decided Kathleen Wynne and the Liberals are not going to form government next time around", said NDP Leader Andrea Horwath. The decision folks have to make at this point is: "is that going to be Doug Ford or me?"

"I'm looking into this particular issue but it certainly doesn't match with what I know about Tasleem and her history of activism", Horwath said as she touted party plans to invest $1.6-billion a year for 10 years for school repairs.

The longest serving mayor in Mississauga history has come on the side of Doug Ford and the Ontario PC Party.

"So she is saying she would take that tool off the table", she said.

"But if you look at different areas within the province, there's kind of a different picture emerging", she said, noting the battle within Toronto appears to be between the Liberals and the NDP.

She continues to explain that Ford will be committed to "fixing Ontario's finances, creating jobs, improving health care and services, and getting our taxes and hydro bills under control". Ford is running on traditional right leaning themes of cutting waste and lowering taxes, but his lack of an actual election platform and inability to expand on the famous catchphrase he developed along with his late brother of "finding efficiencies" is hurting him, particularly with those whose votes he needs to expand the Tory base.

For her part, a campaigning Horwath said people are becoming excited by the fact they don't have to settle for either of the two parties that have led the province since 1995, when voters tossed out the governing New Democrats under Bob Rae in favour of the Progressive Conservatives under Mike Harris, who was in turn shown the door in 2003 by the Dalton McGuinty Liberals.
