Trump rule change would hit Planned Parenthood in Vermont

The Trump Administration Just Took a Big Step Toward Defunding Planned Parenthood

In 1988, an election year - like 2018 - the Reagan administration's Department of Health and Human Services issued new rules interpreting this statutory language to forbid any counseling or referral for abortion services, even the "nondirective" kind, which had previously been allowed. Cardinal Dolan said the USCCB will offer comments during that period. The bulk of what Planned Parenthood does is preventative care, and that is what Title X is about. That would mean housing their family planning services elsewhere - potentially in separate buildings and coordinated by separate staff and organizations from its abortion enterprise.

The Title X Family Planning Program was enacted under President Richard Nixon in 1970 as part of the Public Health Service Act.

At issue is $286 million in federal spending under the Title X program, which funds clinics for low-income women seeking contraception, prenatal care, disease screenings and the like. I'll give you an example: In Suitland, Maryland, in Prince George's County, we very deliberately located our medical center in a place that's called a "doctors' desert", where there are more people than medical care. How will men be impacted if Title X is passed? We need to make that clear.

Under the current program, clinics must counsel patients on their options after receiving a positive pregnancy test, which includes abortion, adoption or keeping the baby. Of those polled, four in 10 who identified themselves as "pro-choice" and more than four in 10 Democrats - along with the overwhelming majority of Republicans - hold this position. "The Trump administration action corrects this horrendous perversion of the law and restores Title X funds to real healthcare facilities, instead of abortion mills". The proposal represents a fundamental change to the Title X family planning program.

Title X has nothing to do with abortion.

In the past, the fight to protect and defend the lives of the unborn has been hampered by regulatory malfunction. "Americans should not be forced to have their tax dollars fund abortion".

While the use of federal funds for abortions is prohibited under Title X and other programs, anti-abortion groups have long argued that money is fungible and can still indirectly support the procedure if it goes to groups like Planned Parenthood. "Abortion is not family planning - in sharp contrast, the violence of abortion wounds families", said Rep. Chris Smith, R-New Jersey, who is Co-Chairman of the Congressional Pro-Life Caucus.

The proposal comes amid strong pleas from grassroots Americans and members of Congress to defund the abortion giant Planned Parenthood.

Families and individuals can now hope for protection from the predatory practices of abortion-providing grant recipients demonstrably more interested in protecting their ability to make millions of dollars through abortions than they are in protecting the rights and safety of their clients.

While both regulations prevented family planning clinics from referring patients for abortions and required them to have physical and financial separation from abortion clinics, the Reagan-era regulations also prevented the family planning clinics from even discussing abortion with their patients.

Good luck to the judges, armed only with Chevron, who might have to decide whether this is a "reasonable" interpretation of the underlying statutory mush, given the fungibility of Planned Parenthood's various public and private funding sources.

"In a conservative political state, Planned Parenthood is not going to be able to build the same grassroots structure that has out-worked them politically and legislatively for decades", she said.
