Tension between Gaza and Israel remains high after Palestinians Sunday launched incendiary kites and balloons from the Strip, causing several fires in the Negev area.

The group also accused Israel of justifying its use of excessive force against Palestinian activists.

On Monday, CNN witnessed charred fields, blackened trees and remnants of kites in Kissufim, on the Israeli side of the fence with Gaza.

The UN chief said in a report to the Security Council obtained Monday by The Associated Press that he is "shocked" by the Israeli Defense Forces' use of live fire since border protests began in Gaza on March 30.

The wounded caseload from the seven weeks of protest had surpassed that of the 2014 war between Israel and Hamas. The Israeli military says militants have used the protests as cover to carry out attacks and to try to breach the border fence.

A large Hamas network operating in and around the Palestinian Authority city of Shechem that plotted major terrorist attacks in Tel Aviv and Jerusalem has been foiled by Israeli security forces, the Shin Bet has announced.

The protests have called for the right of return for refugees to their lands that their families fled or were driven from during Israel's founding 70 years ago.

Israel has a responsibility to "exercise maximum restraint" and protect civilians in line with global humanitarian law, the United Nations chief wrote.

They plan on discussing the humanitarian crisis in Gaza as well as the peace process between Israel and the Palestinians.

Ahead of their trip, Greenblatt and Kushner met with UN Secretary General Antonio Guterres in NY to discuss "U.S. efforts to promote peace in the Middle East and to meet humanitarian needs in Gaza", the White House said in a statement.

Israeli newspapers said two of the rockets landed inside Israel, while the third appeared to have fallen short of reaching its target.

Israel and Egypt maintain a blockade on the Strip which they say is created to prevent Hamas from importing weapons and other goods that could be used to build fortifications or cross-border tunnels.
