US accuses North Korea of illegally smuggling oil products

The United States has accused North Korea of breaching UN Security Council sanctions resolutions by exceeding the UN-imposed limit on imports of refined petroleum products.

The illegal supplies were provided through ship-to-ship transfers at sea using North Korean tankers that have delivered their cargo at least 89 times, according to the report.

The U.N. Security Council has unanimously boosted sanctions on North Korea since 2006 in a bid to choke off funding for Pyongyang's nuclear and ballistic missile programs, banning exports including coal, iron, lead, textiles and seafood, and capping imports of crude oil and refined petroleum products.

"Encourage countries to put decisive pressure on North Korea, including through existing United Nations sanctions".

In December the 15-member Security Council capped refined petroleum product exports to North Korea at 500,000 barrels a year.

USA officials have insisted that Washington's policy of imposing sanctions on North Korea remains as tough as ever.

The countries participating in the NATO summit called for increased pressure on North Korea.

The snub happened right after a meeting which Secretary of State Mike Pompeo characterized as very productive, but apparently North Korea did not agree.

The United States did not say which countries it believed were illicitly providing North Korea with refined petroleum.

Although tensions have eased up since President Donald Trump met North Korean leader Kim Jong Un in Singapore last month, talks on denuclearization have hit a rocky spot since then.

However, the Trump administration has long accused Beijing of violating United Nations sanctions against Pyongyang, including China reportedly allowing oil shipments to North Korea between October and December a year ago, the BBC said. The letter said that those sales must stop immediately. But it includes only one specific instance of a Russian-flagged tanker, the Patriot, conducting a ship-to-ship transfer, on April 10, with the North Korean tanker Wan Heng 11.

It remains to be seen how the latest United States claim about North Korea's actions will affect discussions on the implementation of the UN Security Council sanctions.
