That gave the federal agency's staff enough time to review applications and award grants before open enrollment begins. The recent returns on our tax dollars with this program has been woeful.

CMS stopped the payments after a federal court found the formula used to calculate them flawed earlier this year.

In announcing the funding cuts, CMS said in a news release that navigators "failed to enroll a meaningful amount of people" on the federal marketplace and "not almost enough to justify the millions of federal dollars spent on the program".

CMS expressed disappointment in low enrollment numbers by grant-recipients. Fred Ammons, who supervises the Insure Georgia navigator organization, told the New York Times that the move will "virtually eliminate" in-person assistance for complicated Obamacare sign ups.

The announcement also said navigators helped enroll fewer than 1 percent of the almost 12 million Americans who signed up for ACA coverage for 2018 - a figure that navigators contend understates their accomplishments. The Centers for Medicare and Medicaid Services said navigators aren't effective. During the past year of the Obama administration, 17 navigators enrolled fewer than 100 people at an average cost of $5,000 per enrollee.

A year ago a massive organization of volunteers stepped up to fill in for the navigators the administration slashed, and had remarkable success in getting people enrolled. Compare that to agents and brokers who enrolled 42 percent of customers at a cost of just $2.42 per enrollee.

Also, new this year, navigators will be expected to promote association and short term plans in addition to qualified health plans. The funding will also be provided to each organization based on their success levels for enrollment, a measure CMS said would "ensure accountability within the program and avoid rewarding grantees that have failed to meet performance measures".

Not surprisingly some community groups are panicking. Many of those are self-employed people and small-business owners, generally seen as a Republican constituency.

On Saturday, the administration said it would suspend a program that was set to pay out $10.4 billion to insurers for covering high-risk individuals under Obamacare previous year, saying that a recent federal court ruling prevents the money from being disbursed. Taken together, these moves will have the effect of damaging the ACA's marketplaces by attracting younger, healthier people, while forcing older, sicker people to either pay more for insurance or purchase sub-par insurance that might not cover services they need. After three years, two programs expired, with only the risk adjustment program permanent as stipulated by the law. Navigators haven't been doing a good job either. Moving forward, it is going to encourage navigators to educate users about skimpier options to general insurance policy - such as short-term, limited-duration programs that often leave out primary advantages, including pharmaceutical medications, and therefore are inaccessible to individuals with preexisting conditions.
