The UNC told the USA defense ministry about North Korea's proposal and is waiting for Washington's answer, the source added.

The 15-member Security Council capped refined petroleum product exports to North Korea at 500,000 barrels a year in December, down from a previous limit, adopted in September, of 2 million barrels a year.

What was in Kim's letter?

In the note, Kim calls Trump "Your Excellency" four times, once in each paragraph.

Kim continued by expressing confidence that "the strong will, honest efforts and unique approach" to bring about a new future between the USA and North Korea would "come to fruition".

Kim said he hoped for "practical actions" in the future, but offered no specifics.

"I extend my conviction that the epochal progress in promoting the DPRK-US relations will bring our next meeting forward". He did not elaborate.

Pompeo's reception in Pyongyang last week was chillier than during his previous two trips to the North Korean capital and he didn't meet with Kim Jong Un.

In return, Washington agreed to halt United States military exercises in South Korea.

The repatriation of the remains of US soldiers from North Korea has been a major issue between Washington and Pyongyang since the end of the Korean War, when thousands of Americans were left in Korea either missing in action or as prisoners of war.

Last week, North Korea accused the United States of using a "gangster-like" tactics to push it towards nuclear disarmament after a fresh round of high-level talks.

Despite such setbacks, Trump has continued to maintain that progress is being made.

What about the planned repatriation meeting?

It had been expected on Thursday at the inter-Korean truce village of Panmunjom.

Officials from the Defense POW/MIA Accounting Agency traveled to the United Nations -controlled area in the heavily fortified border for the meeting but the North Koreans never showed up, according to official sources.

He also agreed to repatriate remains of U.S. troops who died during the Korean War six decades ago.

The remains of some USA soldiers were last returned in 2007, when then-New Mexico Governor Bill Richardson visited Pyongyang.

On June 23, the U.S. Forces Korea said that it had moved 100 wooden "temporary transit cases" to the border to prepare for the remains' delivery.

But North Korea's delegation failed show up.

"The U.S. side had had discussions with the North with an aim to hold the talks as early as July 12, but it appeared that the North was not ready for the talks", the source told Yonhap News Agency on condition of anonymity.

"Just heard Foreign Minister of North Korea speak at U.N. If he echoes thoughts of Little Rocket Man, they won't be around much longer!"

"We had expected that the USA side would offer constructive measures that would help build trust based on the spirit of the leaders' summit. we were also thinking about providing reciprocal measures", Pyongyang's Foreign Ministry said in a statement, according to The Associated Press.

Trump has expressed an eagerness to tout the recovery of the war dead, telling Fox News that Kim was "giving us back the remains of probably 7,500 soldiers".
