President Lungu attends Turkish President Erdo?an’s inauguration

Erdoğan sworn in as Turkish president with enhanced powers

In April 2017, 51 percent of Turkish voters endorsed constitutional changes backed by Erdogan, which scrapped the post of prime minister and allowed the president to appoint ministers and vice presidents and intervene in the legal system. Hours later, Erdogan announced the make-up a new streamlined cabinet which included his son-in-law as finance minister.

Turkey's President Recep Tayyip Erdogan, right, talks to Devlet Bahceli, left, leader of Nationalist Movement Party, or MHP, following a ceremony at the Presidential Palace in Ankara, Turkey, Monday, July 9, 2018. The inauguration ceremony, which was held in the Presidential Compound Monday evening, was attended by a number of heads of states and governments, representatives of heads of states, ministers, heads of parliaments of some countries and representatives of global organisations.

Marc Pierini, a former European Union ambassador to Turkey and visiting scholar at Carnegie Europe, said Erdogan's new powers effectively make him a "super-executive president".

But his opponents fear that his new role as executive president will destroy Turkish democracy.

"Most powers will be concentrated in his hands, there will no longer be a prime minister, and nearly none of the checks and balances of liberal democracies will be present".

On Monday, he took the presidential oath of office to become Turkey's first president under its new system. The issue is still polarizing in Turkey.

The president now sits at the top of a vertical power structure marked by a slimmed-down government with 16 ministries instead of 26 and multiple bodies reporting to him.

Erdogan has described high interest rates as "the mother and father of all evil", and said in May he would expect to wield greater economic control after the election.

Erdogan's son-in-law Berat Albayrak, a former energy minister, has been appointed minister of treasury and finance, overseeing the economy.

Foreign Minister Mevlut Cavusoglu remained in his post. The sweeping dismissals bring to about 130,000 the number of people purged from Turkey's civil service since the failed coup, and come just days before the state of emergency is set to expire.

Among the obstacles between the two North Atlantic Treaty Organisation allies is the imprisonment of US citizens in Turkey, including pastor Andrew Brunson who is now on trial on terrorism charges.

One day ahead of the inauguration, 18,632 public sector employees were ordered dismissed, including thousands of soldiers and police officers in a new crackdown.

President Erdogan invited President Lungu along with Gabonese President Ali Bongo, Jose Mario Vaz of Guinea Bissau and Equatorial Guinea President, Teodoro Obiang Nguema to his inauguration.
