At the end of a bewildering, roller-coaster North Atlantic Treaty Organisation summit, the military alliance's 29 nations somehow pledged continued unity and kept their long commitment to beef up defense spending amid a barrage of biting criticism from U.S. President Donald Trump.

Mr Trump earlier claimed that Germany was "captive to Russia".

Speaking in Brussels, he told reporters: "Yesterday, I let them know I was extremely unhappy with what was happening and they have substantially upped their commitment". "It was a little tough for a little while".

The US president praised himself as a "very stable genius" after allegedly convincing members to boost contributions beyond 2% of GDP. "This has been going on for decades, for decades, it's disproportionate and not fair to the taxpayers of the United States".

President Macron said: "There is a communique that was published yesterday".

Others say Congressional approval would be required - and would be unlikely to be forthcoming.

Trump describes it as a "loose meeting" and says "we'll see where it leads".

Several diplomats and officials said, however, that his undiplomatic intervention - including pointing at other leaders and addressing Merkel as "you, Angela" - had irritated many. "It's very detailed", Macron said.

Spanish Prime Minister Pedro Sanchez and Belgium Prime Minister Charles Michel were also singled out by Mr. Trump for undershooting on their spending targets when US taxpayers, funding a defence budget worth about 3.6% of their national income, foot much of NATO's bills.

Also Thursday, NATO Secretary-General Jens Stoltenberg insisted that Georgia will one day join the world's biggest security alliance, despite separatist ambitions in parts of the former Soviet republic. "Because I said it was unfair".
