Manchester City have been dealt a huge blow following Douglas Luiz's failure to obtain a work permit ahead of the beginning of the new Premier League season, per the Sun.

Guardiola was counting on Luiz to provide cover for Fernandinho in midfield, but the uncapped Brazilian was denied a work permit because he did not fit the authorities' criteria for non-EU citizens.

"One guy who doesn't see the player or any training sessions every day has to judge if he has the ability and quality to play".

The 20-year-old spent the 2017-18 season on loan in LaLiga with Girona, making 15 league appearances but only starting one of them, after joining City from Vasco Da Gama. It's so hard for me to understand.

City were reported to have sent the FA video footage of the player.

"He (Luiz) is not allowed", said Guardiola, who made a point of giving Luiz game time on their recent tour of the United States.

I'm so sad and disappointed for Douglas because he could have played, he could have helped us, he's shown many, many good things in pre-season.

Guardiola has said Luiz will now be loaned out again although, wherever he goes, unless the youngster actually plays on a regular basis, he is not going to get his work permit next year either.
