"Electronic cigarettes safer from the point of view of cancer risk, but if you smoke them for 20 or 30 years, this can lead to chronic obstructive lung disease", he told reporters University Professor David Thickett.

Around 2.9 million people in the United Kingdom use e-cigarettes, with 470,000 using them as an aid to stop smoking.

The report was published as a result of the committee's inquiry into the impact of e-cigarettes on health, their potential use as a smoking cessation aid, regulations around the products and the implications of their growing market share.

Former health minister Norman Lamb - the committee chairman - wants the Government to consider allowing more freedom to advertise e-cigarettes.

E-cigarettes, the report said, present an opportunity to "significantly accelerate already declining smoking rates".

Spokeswoman Moira Gilchrist said: "We strongly support the recommendation for the relaxation of regulations that would allow smokers to be informed about the health benefits of alternatives to smoking such as e-cigarettes".

In their report, they suggest e-cigarettes could be allowed on buses and trains and should be available on prescription to help people give up smoking. Juul said it chose Britain as its third market - after the USA and Israel - partly because of the country's supportive approach to vaping.

However, others have argued that relaxing the restrictions ignores the possibility of long-term effects caused by e-cigarettes.

They also said the government should look again at regulations limiting e-juice refill strengths and tank sizes which were brought in by the EU.

MPs want rules around e-cigarettes to be loosened to help smokers quit.

"The percentage of people smoking among those with mental health conditions remains stubbornly high, while it is declining in the general population". In the United Kingdom a person must be 18 to buy e-cigarettes or the e-liquids they vaporise. A lit conventional cigarette contains tobacco and produces carbon monoxide, tar and smoke, whilst an e-cigarette does not contain tobacco and heats up its nicotine liquid rather than burning it, the report explains.
