The truce, which is planned to last five years, would include the release of four Israelis: the remains of two fallen IDF soldiers and two living, mentally handicapped men who wondered across the Gaza border including two soldiers.

The Israel Defense Forces Twitter account said its fighter jets had targeted more 140 strategic sites, including a weapons manufacturing and storage facility.

Gaza's Health Ministry said three Palestinians were slightly injured in the strikes.

Jamie McGoldrick, the United Nations' humanitarian coordinator for the Palestinian territories, in a news release called Israel's restriction of fuel imports "a unsafe practice, with grave consequences on the rights of people in Gaza".

Dozens of rockets - at least 70 - were fired by Palestinian terrorists in the Gaza Strip into southern Israel on Wednesday night, as the long-simmering tensions on the Jewish state's southern border heated up yet again.

The source, speaking on condition of anonymity, said that as part of the deal, which was brokered by Egypt and the United Nations with input from Turkey and Qatar, Hamas and Israel would initially observe a two-week trial cease-fire.

Israel's military earlier said shots were fired from Gaza at civilians working on the barrier that separate the territory and Israel, damaging a vehicle.

The cross-border violence comes soon after a delegation of senior Hamas officials visited Gaza to discuss a ceasefire agreement with Israel proposed by Egypt and the UN. Israel temporarily suspended fuel shipments to Gaza in July for similar reasons.

Clashes along the Gaza border since the end of March have seen at least 163 Palestinians killed by Israeli fire.

"The Hamas terrorist organization is responsible for everything in and out of the Gaza Strip and will bear the consequences for the acts of terror perpetrated against Israeli civilians", the IDF said.

The demonstrations have been fueled in large part by pervasive despair caused by the blockade that has caused widespread economic hardship and left the coastal territory with crippling fuel shortages and just a few hours of electricity a day.

The majority hit open areas while four were intercepted, it said.
