Paul received the letter before leaving Washington and then hand-delivered it to the Russian government, the source said.

Such issues have been discussed between United States and Russian leaders for decade, but they have since been overshadowed by an array of controversies including Syria, Ukraine and claims of Russia's meddling in Mr Trump's 2016 election campaign.

"The letter emphasized the importance of further engagement in various areas including countering terrorism, enhancing legislative dialogue and resuming cultural exchanges", Paul said on Twitter.

The meeting last month was also attended by the Russian Foreign Ministry and a USA delegation led by Thomas Pickering, former Undersecretary of State.

Paul delivered the letter to representatives of Putin because the Russian leader has been away from Moscow all week.

Paul, one of the few Republicans to defend Trump's July 16 performance in Helsinki, said he had travelled to the Russian capital to encourage diplomacy amid tense relations between Moscow and Washington.
