The US east coast girded for a battering from Hurricane Florence late Thursday as the monster storm's outer edge began lashing the Carolinas with heavy wind and rain, which forecasters warned could trigger life-threatening floods even as it further weakened.

Roy Cooper warned residents to not let their guard down ahead of Hurricane Florence's landfall later this week.

The center said the threat of freshwater flooding will increase over the next several days.

Tens of thousands of people are already without power.

After that, Florence is forecast to move northwest and north and move across western SC on Sunday, Sept. 15, and across western North Carolina and eastern Tennessee on Monday, Sept. 16, the NHC said.

The Miami-based center had said earlier Friday Florence's arrival would come with "catastrophic" fresh water flooding over portions of the Carolinas.

North Carolina Governor Roy Cooper told a news conference, that a "historic storm" would unleash rains and floods that would inundate nearly the entire state.

Duke Energy said the hurricane could knock out electricity to three-quarters of its 4 million customers in the Carolinas, and outages could last for weeks.

"I'm not going to put our personnel in harm's way, especially for people that we've already told to evacuate", Wrightsville Beach Police Chief Dan House said.

Hurricane Florence weakened from a Category 4 down to a Category 2 storm Wednesday night but the massive system is still considered extremely risky and life threatening.

Roughly 1 million people are under evacuation orders.

Another Wilmington resident said she does not want to leave because she is afraid to see what she would be coming back to.

Isha Renta, a meteorologist at the National Weather Service's Baltimore/Washington forecast office, said while the forecast may look humdrum for the region, "we can not discount" the storm. "We're fully prepared. Food, medical, everything you can imagine, we are ready".
