Florence death toll rises to 32 as floodwaters linger in North Carolina
The death toll from Hurricane Florence has risen to 32 as the now post-tropical cyclone continues to inundate parts of the east coast.
With the rain and winds headed north, some residents in North and SC started to return to their homes as the sun peeked through the clouds briefly for the first time in days.
The weather service's Binghamton branch said that some places in NY got more than 3 inches of rain in less than 24 hours.
The weather service has issued flash flood warnings and watches for more than a dozen counties. On Tuesday, the storm's remnants were continuing to soak the mid-Atlantic region and southern New England with heavy rain.
North Carolina saw flood waters reach four feet in height on Sunday and it's steadily rising.
The victims include a one-year-old boy who was swept away after his mother drove into floodwaters and lost her grip on him while trying to get back to dry land in North Carolina.
Cooper said many roads are still closed throughout the state.
The storm has claimed lives in three states, including 25 in North Carolina, according to a count by the Associated Press. "The next few days will be long ones as the flooding continues".

The dogs were rescued from a property in Leland, North Carolina where their owners left them as they fled Hurricane Florence, without thinking of how the animals would fare in the violent storm.
The rain finally stopped and the sun peeked through on Monday, but North Carolina Gov. Roy Cooper warned that dangerously high water would persist for days.

The storm hit as a Category 1 hurricane near Wrightsville Beach Friday morning and moved slowly across the Carolinas, leading to historic rain. Six people died in SC, including four in vehicle accidents and two from carbon monoxide from a portable generator.
By 5 am Monday, Florence's winds were about 45 kmph, the NWS said, with weakening forecast over the next 24 hours before intensifying again.
