Morehead City, North Carolina, had received 23 inches (58 centimeters) of rain by Friday night with more torrents on the way. Florence had been a Category 3 hurricane on the five-step Saffir-Simpson scale with 120-mph winds as of Thursday, but dropped to a Category 1 hurricane before coming ashore.
Early on Friday, South Carolina emergency officials said there was still time, "but not a lot of time" for people to leave flood-prone areas.
It remains a Category 1 hurricane with top sustained winds of 90 miles per hour (150 kph), but a gust of 112 miles per hour (180 kph) was reported just offshore.
Florence drove almost 1 million people from their homes and almost 700,000 lost power. "So we're talking several days of power outages where they've already begun", Joseph said.
As Florence moves further inland over the coming days, the storm is expected to gradually weaken.
