'Relentless rains' continue as Florence almost stalls over Carolinas

Hurricane turns deadly floods Carolinas

By early afternoon, Florence's winds had weakened to 75 miles per hour, just barely a hurricane and well below the storm's terrifying Category 4 peak of 140 miles per hour earlier in the week.

Heavy rain and flooding are expected to continue at least through the weekend, and local officials said hundreds in areas hit by Florence still need rescue. Then, once the remnants of the tempest reach the higher terrain of the southern Appalachians, flash floods, mudslides and debris flows.

Here is the newest information on Tropical Storm Florence as it lands on the East Coast.

"Were expecting additional rainfall across southeastern central into southern North Carolina and across Northern parts of SC where additional rainfall amounts that could exceed 10 inches". "We're going to have to have patience, we're going to have to be careful and we're going to have to deal with a lot of water".

More than 80,000 people were already without power as the storm began buffeting the coast, and more than 12,000 were in shelters. We don't know who they are, but they've touched our hearts.

Morehead City, North Carolina, had received 23 inches of rain by Friday night, and forecasters warned Saturday morning that parts of the Carolinas could get up to 15 inches more. It was downgraded from a hurricane late Friday, but not before bringing catastrophic flooding to the Carolinas.

Glover speculated that part of the problem could stem from an "until I can get to higher ground and make sure my family is safe, I can't talk to media", mindset.

Protected: More than 20,000 people in shelters in North Carolina, 6,400 in SC and 400 in Virginia. "These swells are likely to cause life-threatening surf and rip current conditions", the NWS says.

Sixty-seven-year-old Sadie Marie Holt was among those rescued Friday.

But it was clear that this was really about the water, not the wind.

"WE ARE COMING TO GET YOU", the city tweeted around 2 a.m. Friday.

"Mangkhut and Florence are certainly different animals", said Colorado State University hurricane researcher Phil Klotzbach. "Be extremely careful and stay alert".

Their storm surges are more destructive because climate change has already made the seas rise.

Utility companies said millions were expected to lose power and restoration could take weeks.

"The storm is wreaking havoc on our state, and we're deeply concerned for farms, for businesses, for schools and even for whole communities that might be wiped away", North Carolina Gov. Roy Cooper said.

Usually hurricanes this far north deliver their punch and quickly leave town.

Florence is one of four named storms in the Atlantic.
