In New Bern, along the coast, homes were completely surrounded by water, and rescuers used inflatable boats to reach people.

Spanish moss waved in the trees as the winds picked up in Wilmington, and floating docks bounced atop swells at Morehead City.

"They definitely need to be prepared." he said. "These are folks who are maybe in one-story buildings and they are seeing the floodwaters rise". They ventured out in life jackets into the waste-deep water to tie the boat and another floating by to a tree.

To give a sense of the scope of inundation to come, the river's crest was expected at 19.1 feet, beating the record 17.9 feet set during Hurricane Matthew. More than 360 people had been carried to safety since Thursday night.

Duke Energy, which provides electricity to customers in eastern North Carolina, has roughly 380,000 customers without power.
