US Vice President Mike Pence speaks during the APEC CEO Summit 2018 at the Port Moresby, Papua New Guinea.

"History has shown that confrontation, whether in the form of a cold war, a hot war or a trade war, will produce no winners", Xi said to applause.

The media were also refused entry yesterday whilst trying to cover the bilateral meeting between the Chinese President Xi Jinping and the other Pacific leaders.

"We believe that there exist no issues that countries can not resolve through consultation", said the Chinese leader, as long as negotiations take place in a spirit of "equality" and "mutual understanding". It is a small country, small economy, but with huge potential.

Pence began his speech by saying the U.S. commitment to the Indo-Pacific had never been stronger.

Pence is representing Donald Trump at the summits, after the president opted not to attend - becoming the first USA head of state to skip the marquee Asian conferences since 2013.

Xi urged the world to "say no to protectionism and unilateralism", warning it was a "short-sighted approach" that was "doomed to failure". "We do not offer a constricting belt or a one-way road".

The United States will join forces with Australia in the development of a new naval base to be built in Papua New Guinea, US Vice President Mike Pence has announced.

President Trump was not at the summit, but will meet with Jinping in at the G-20 summit in Argentina that begins later this month, Reuters reported.

Pence also said that The US wanted a "better relationship" with China, if it respects its neighbours' sovereignty, embraced "free, fair and reciprocal trade" and its human rights record.

"The United States, though, will not change course until China changes its ways", he said.

But on Saturday Xi appeared to give no concessions to U.S. complaints that China's technology advances had been built on intellectual property theft.

He said PNG was a young, growing country which faced similar challenges to what China experienced forty years ago when it opened up to the global community.

China's efforts to win friends in the resource-rich Pacific have been watched warily by the traditionally influential powers in the region - Australia and the US.

But Pence made it clear that the United States would not back down.

Xi gave no indication of giving in on some key USA demands, including an end to technology transfer, support for state-run enterprises, and giving up on its Made in China 2025 plan to lead the world in key industries.
