China and Russian Federation are developing capacities that could challenge U.S. positions in outer space, the U.S. Defense Intelligence Agency said in a report on Monday, noting particular concern about lasers that could damage Washington's satellites.

The increase in what's essentially orbiting garbage that could damage or destroy a satellite "has implications for policymakers worldwide and is encouraging the development of space debris removal technology", the agency said Monday in an unclassified publication on threats to USA satellites.

'We are aware that the US Defence Intelligence Agency has made reckless comments about China's space development.

Chinese and Russian military doctrines indicate they view space as important to modern warfare and counter space capabilities as a means to reduce United States and allied military effectiveness, the Pentagon said in a report released by the Defense Intelligence Agency.

"The People's Liberation Army also sees counterspace operations as a means to deter and counter a possible U.S. intervention during a regional military conflict", the report said, adding that destroying satellites would make it hard for the United States to target precision guided weapons.

'China has long advocated the peaceful use of outer space and opposes militarisation and an arms race in space, ' Hua said, adding that if the United States was serious about space security, then it should work with China to control arms development.

China and Russian Federation have developed counterspace capabilities, including ground-based missiles aimed at satellites, jamming of signals to or from satellites, ground-based directed energy weapons, kinetic-kill vehicles, space-based counters and more. The report also includes a section on orbital debris as a significant concern and potential disruptor to future space operations.

"The PLA owns and operates about half of these ISR systems, most of which could support monitoring, tracking and targeting of USA and allied forces worldwide, especially throughout the Indo-Pacific region", it said.

Eight days later, the USA shot down a failed spy satellite with a ballistic missile, something China had done the year before. The treaty has been ratified by more than 100 countries including the United States, Russia, China, and North Korea.

The report notes the space threat posed by North Korea and Iran, who have demonstrated satellite jamming as well, and touches on the growing problem of space junk.

The Chinese government has been increasingly stepping up its space program, becoming the first nation to land a probe on the far side of the moon in January. The report warns that China also has an operational missile capable of hitting satellites in low-Earth orbit while Russian Federation is in the process of developing one.

"As the number of satellites grows, so does the threats posed by space debris", the official said.

China, for instance, is attempting to become a "space power" that's focused on exploration and defense, according to the DIA.

Space is the enabling domain for many capabilities, from hand-held devices to precision navigation.

DIA officials spoke to reporters at the Pentagon this morning about the threats facing American dominance in space.

"Space is fundamental to USA prosperity", the Pentagon official said.
