Missouri lawmaker says bill requiring AR-15s not meant to pass

In Missouri government arm you! FLICKR BRIAN BENNETT

And yes, that's the very weapon targeted by gun reform activists and in an ongoing lawsuit filed by families of victims killed in the Sandy Hook massacre.

A bill introduced in Missouri would require residents to own AR-15 guns.

A new bill recently introduced in Missouri State House would mandate that every state citizen within a certain age range own an AR-15 style rifle. The second bill would require adults who can legally possess firearms to do so. "Any resident qualifies as a resident after August 28, 2019, and does not own an AR-15 shall purchase an AR-15 no later than one year after qualifying as a resident".

'I merely planned for media to write about it but would ultimately amend it to take out the mandates and requirements (age and type of gun) and turn it into a gun tax credit bill, ' McDaniel wrote in an emailed statement. He says if anything moves forward, he would focus on tax credits and strip out the other elements.

Still, it's not clear what would happen to residents refusing to get strapped, as neither bill addresses penalties for those who do not dutifully go gun shopping. "Any resident qualifies as a resident after August 28, 2019, and does not own an AR-15 shall purchase an AR-15 no later than one year after qualifying as a resident". This would require everyone 21 years old and older, who can legally own a handgun, to get one. Even presuming that only twenty percent of Missourians already own handguns, that would still put some 3.6 million residents under the law's mandate.

The bill offers a tax credit for residents who purchase an AR-15 in compliance with the law. We're guessing that $1 million tax credit would be exhausted quickly.

No hearings on either of the bills are scheduled, and McDaniel said that "of course" the legislation wouldn't pass "as is". The National Rifle Association didn't immediately respond to a request for comment.
