Barry downgraded back to tropical storm as it makes landfall in Louisiana

New Orleans ahead of Tropical Storm Barry. The National Weather Service in New Orleans says water is already starting

Terrebonne Parish ordered an evacuation affecting an estimated 400 people.

Video showed water overtopping a levee in Plaquemines Parish, a finger of land extending deep into the Gulf of Mexico, downstream from New Orleans.

"This storm has our attention", Edwards said in a statement Saturday.

The threat of flooding continues to be the foremost concern, especially around Baton Rouge, Lafayette and New Orleans, where officials said the first hurricane of the season will be a test for the levees protecting the city.

A performance scheduled for Sunday by the Rolling Stones at the Mercedes-Benz Superdome, which served as an emergency shelter during the Hurricane Katrina flood of 2005, was postponed until Monday.

Despite weakening, Barry will continue to slowly spread a widespread swath of flooding and torrential rain from Louisiana and western MS to eastern Arkansas, according to AccuWeather Senior Meteorologist Kristina Pydynowski.

The eye of the storm was located about 50 miles from Morgan City, to the west of the state's biggest city New Orleans, and moving at a slow pace of six miles an hour - meaning that landfall could still be hours away.

"Much of the rain associated with Tropical Storm #Barry this weekend over Louisiana and MS will be lagging behind the center of the storm", the National Weather Service said in a tweet.

In other parts of Louisiana on Saturday, Barry flooded highways, forced people to scramble to rooftops and dumped heavy rain as it made landfall near Intracoastal City, about 160 miles (257 kilometers) west of New Orleans.

A hurricane warning is in effect along part of the Louisiana coast, while inland areas, including the lower Mississippi Valley, are under tropical storm warnings.

Because of the storm's slow movement, rain won't taper off in Louisiana and MS until the second half of Monday or Monday night from south to north. Rain could linger in Arkansas and western Tennessee through Tuesday, where 6 to 10 inches of rain could fall and trigger flooding.

As natives and tourists in the Big Easy, Baton Rouge and other heavily populated areas in the storm's path hunkered down or wandered through quiet, emptied streets waiting for the worst, the Coast rescued more than a dozen people from the flooded remote island of Isle de Jean Charles.

The heaviest rain is forecast just to the east of Barry's track and up to 6 to 12 inches of rain could fall in the south central Louisiana, where there is a high risk of flash flooding.

"This rainfall is expected to lead to risky, life-threatening flooding", forecasters wrote in an advisory Sunday morning. The barriers range in height from about 6m to 7.5m. AccuWeather Extreme Meteorologist Reed Timmer reported from just outside of Chauvin, La., about an hour south of New Orleans.

Louisiana declared a state of emergency in advance of Barry's arrival as residents and crews work to brace the city for impact. The low-lying coastal area of the state is particularly prone to flooding and much of it has already been lost through erosion.

New Orleans was already saturated after thunderstorms drenched the city with a foot of rain on Wednesday.

Powerful winds toppling power lines, and "life-threatening" flooding soon followed throughout the day.

The National Weather Service (NWS) earlier warned the Mississippi River could crest at 19ft or 20ft during the storm, but on Friday revised their estimate down to 17ft.

". I want to caution everybody this is just the beginning", said Governor John Bel Edwards. Mayor LaToya Cantrell said New Orleans residents "are not out of the woods with this system". The surge topped two levees in southeast Louisiana.

None of the main levees on the Mississippi River failed or were breached, Edwards said.

Barry has another thing in common with recent storms: it's moving extremely slowly.

Almost 3,000 National Guards troops had been deployed throughout Louisiana for potential storm response, and the state's Emergency Operations Center remains fully active and staffed around the clock, according to Edwards' office.

All flights in and out of Louis Armstrong New Orleans International Airport on Saturday were cancelled.

This weekend's Rolling Stones concert has been delayed.
