During working-level talks ahead of the failed summit in February, the United States and North Korea, which have no diplomatic relations, had broadly agreed to take steps to improve bilateral ties and establish permanent peace on the Korean Peninsula, such as opening a USA liaison office in Pyongyang.

The Hwasong-14, another North Korean ICBM tested in mid-2017, was also mentioned in the report, and said to be capable of reaching "most" of the U.S. mainland, given its 10,000km+ (6250 mile) range.
