According to the National Hurricane Center , wave heights up to 83 feet were measured Wednesday morning to the northeast of Florence's eye. They stayed put during the "thousand-year rain" in 2015, when parts of South and North Carolina received more than a foot of rain in five days, and Hurricane Matthew in 2016, when the Category 1 hurricane caused surge flooding of 3 to 4 feet. Significant weakening was expected over the weekend. Helene was downgraded from a hurricane to a tropical storm Thursday.
