The problem, however, is that phishers and scammers are getting creative with the fake fundraisers, to the point where people can be easily fooled into thinking they are donating to a legit charitable organization. UK Prime Minister Theresa May said the move by North Korea represented "unacceptable further threat to the global community" and called on other world leaders to unite against Kim Jong Un's actions. Prison officials told The Guardian the unrest was confined to one wing of the prison. In December 2016, HMP Birmingham witnessed 12 hours of disorder with riot teams to be deployed. G4S took over the running of the jail from the Prison Service in 2011. The Prison Service has stressed that the public is not at risk. An EPA statement later confirmed the AP's reporting that the federal agency had not yet been able to physically visit the Houston-area sites, saying the sites had "not been accessible by response personnel".
